Decrease in voting power

To balance voting, a way is needed to reduce the weight of votes over time so that there are no snipers guaranteeing victory at the end of time.

Each constellation has in its identity the creation block and the block where it will be closed. Therefore, they are used to time the time of their existence

The period of vote growth begins close to the end of each constellation, thus decreasing every minute the weight that each vote (number of tokens) represents for that moment
